"Orteke through the eyes of children"

 

I.    The general regulations

 

         1.1. These Rules on the organization and holding of the Republican drawing competition among schoolchildren "Orteke through the eyes of children" (hereinafter – the Rules) has been developed within the framework of the implementation of the Law of the Republic of Kazakhstan "On Ratification of the Convention on the Protection of Intangible Cultural Heritage";

         1.2. These Rules are the main document for the Republican drawing competition "Orteke through the eyes of children" (hereinafter – the Competition) and defines its goals and objectives, the composition of participants, the timing of the organization and conduct, evaluation criteria, the procedure for competitive selection and awarding of winners;

         1.3. The main goals and objectives are:

         – preservation, revival and popularization of the cultural heritage of Kazakhstan through the creative activities of children;

         – formation of knowledge about the cultural heritage of Kazakhstan;

         – development of children's sustained interest in the folk dance "Orteke";

         – identification and support of gifted participants;

         – formation of children's love for the Motherland, a sense of patriotism, morality and pride in the country;

         – disclosure of creative abilities;

         – the formation of aesthetic culture in children, the manifestation of good feelings for the world around them;

         1.4. The Organizer of the Competition is the National Museum of the Republic of Kazakhstan under the Committee of Culture of the Ministry of Culture and Sports of the Republic of Kazakhstan (hereinafter – the Organizer) in cooperation with the National Commission of the Republic of Kazakhstan for UNESCO and ISESCO, the UNESCO Cluster Office in Almaty, the Ministry of Education of the Republic of Kazakhstan, Akimats of Nur-Sultan and Almaty and the National Committee of the Republic of Kazakhstan for the Protection of Intangible Cultural Heritage.

II.   Terms and procedure of the Competition

 

2.1. Preparation and holding of the Competition is carried out by the Organizer;

2.2. The rules of the Competition will be posted on information Internet resources, as well as in the republican and local mass media;

2.3. The Competition will be held in an online format;

2.4. An online exhibition of the best works of the winners will be held within the framework of the Competition;

2.5. Students of secondary schools and additional educational institutions, pupils of organizations for orphans and children left without parental care, members of children's and youth organizations can participate in the competition;

2.6. The creative works presented at the Competition are considered according to the following age categories:

1) Сategory 1: grades 5 to 8 (inclusive);

2) Category 2: grades 9 to 11 (inclusive);

2.7. Creative works and questionnaires of children for participation in the Competition will be accepted from September 10 to October 25, 2022 by e-mail orteke_kz.2022@mail.ru. Creative works and questionnaires (Appendix 1) should be sent in one email;

2.8. Creative works must be qualitatively digitized, correspond to the JPEG format and the Full HD extension (1920×1080);

2.9. On November 10, 2022, the jury will announce the results of the Competition and an online exhibition of the winners of the Competition will be organized;

III. Requirements for the design of creative works

 

           3.1. Creative works made on A3 paper (on thick paper) are accepted for the Competition. The size of the work should not exceed A3 format in other models, for example, а square;;

           3.2. Creative works can be performed in different technique (ink, oil, gouache, watercolor, pastel, colored pencils, felt-tip pen, computer graphics, mixed media, etc.);

           3.3. Reviews of the creative works submitted at the Competition are not sent to the authors;

           3.4 Joint authorship in creative works is not allowed;

           3.5. Creative works should be carried out without the help of parents and teachers;

           3.6. Creative works must correspond to the theme of the competition;

           3.7. Creative works are accepted without additional design;

           3.8. The number of creative works submitted by one participant should not exceed 1 (one) copy;

           3.9. Works that do not meet these requirements are not subject to consideration.

          

 

IV.           Criteria for determining the winners and prize-winners of the Competition

 

4.1. The evaluation of the submitted drawings and the decision on awarding the titles of the winners of the Competition is carried out by the jury;

4.2. When determining the winners and prize-winners of the Competition, the jury is guided by the following criteria for each age category:

- compliance of the content of the work with the topic of the Competition;

- artistic skill (technique and quality of drawing execution);

- originality of the idea;

- compliance with the requirements for the design of competitive works.

 

 

V.               Summing up and awarding the participants of the Competition

 

5.1. The Jury selects the best works in each age group within three working days from the date of the Organizer's submission and summarizes the results of the Competition;

5.2. Three prizes are approved in each group;

5.3. The assessment of the submitted creative works is carried out according to a ten-point system according to the criteria specified in subparagraph 4.2 of these Rules. When evaluating a drawing, from 0 to 10 points are awarded for each criterion. The maximum score is awarded if the drawing fully meets the criteria. In case of incomplete compliance of the drawing with the criterion, points are awarded depending on the degree of compliance. The points scored for each criterion are summed up. The Competitionant with the highest number of points is recognized as the winner;

5.4. In case of an equal number of points scored by several Competitionants, the winner is determined by an open vote of the jury members by a simple majority of votes;

5.5. The decision of the jury on the results of the Competition is formalized by the protocol and is the basis for awarding the winners of the Competition;

5.6. The Competition participants who took 1st place in the age groups are awarded the title of winners of the Competition, gifts and diplomas are awarded. The participants of the Competition, who took 2nd and 3rd places, are awarded the title of prize-winners of the competition, memorable gifts and diplomas are awarded. The participants of the Competition who did not take prizes are awarded certificates of the participant of the Competition;

5.7. The award ceremony will be held at the address: Nur-Sultan, Tauelsizdik Ave., 54, National Museum of the Republic of Kazakhstan.In case of deterioration of the epidemiological situation, awards will be sent to the winners by mail;

5.8. The winners of the Competition bring creative works to the award ceremony. In case of deterioration of the epidemiological situation, creative works should be sent by mail or by other means to the address: 010000, Republic of Kazakhstan, Nur-Sultan, Tauelsizdik Ave., 54, National Museum of the Republic of Kazakhstan;

5.9. Creative works submitted at the Competition are not returned to the authors;

5.10. The creative works of the winners will be exhibited by the Organizer, the 50 best works will be published on the website www.nmrk.kz.ru and in the Instagram account of the Competition @orteke_kz.2022.

 

 

VI. Informational support of the Competition

 

6.1. For the purpose of informational support of the Competition, the Organizer submits press releases and all Competitive information to the mass media.
