1.3. The Academic Council of the Museum implements its activities, guided by the Statute of the Museum and these Regulations.

1.4. The Scientific Council of the Museum is intended to contribute to the improvement of the scientific activities of the Museum, to strengthen and expand the Museum's ties with the scientific, creative and pedagogical community of the Republic of Kazakhstan and abroad.

2. Competence of the Scientific Council of the Museum
2.1. The Scientific Council of the Museum can consider the following issues:

• proposals on the main directions and problems of the Museum's scientific activity;
• projects of perspective and annual plans of scientific work of the Museum;
• reports on the scientific activities of the museum, including both completed scientific works and individual stages of research;
• projects of scientific concepts, expositions;
• manuscripts prepared for publication of scientific works (collections of works, conference materials, monographs, articles, etc.), scientific and methodological, reference and popular science with the development of conclusions on the appropriateness of their publication.

2.2. The work plan of the Academic Council and the report on its work for the year are constituent parts of the plan and the report on the work of the Museum, respectively (in the sections: "Research activities", "Scientific organizational activities", "Scientific exposition and exhibition work", "Scientific stock work "," International cooperation ").

3. Composition of the Academic Council of the Museum and the procedure for its formation
3.1. The position of the Academic Council of the Museum includes: Deputy Director of the Museum for Scientific Work, who is its Chairman, deputy directors, scientific secretary, who have the scientific degree of Doctor, Candidate of Science, Doctor PhD.

3.2. The Academic Council includes employees of the Museum's departments who have the scientific degree of Doctor, Candidate of Science, Doctor of PhD in agreement with the management of the Museum. The number of members of the Academic Council is determined by its Chairman.

3.3. The personal composition of the Academic Council and its changes are approved by the Chairman of the Academic Council - Deputy Director of the Museum for scientific work.

3.4. In case of dismissal from the Museum of a member of the Academic Council, he automatically leaves the Academic Council. The inclusion of a new member in the Academic Council is considered by its Chairman.

3.5. Scientists from other organizations with an academic degree of Doctor, Candidate of Science, Doctor PhD may be included in the Academic Council, in agreement with the Chairman.

4. Structure of the Scientific Council of the Museum
4.1. The Chairman of the Academic Council is the Deputy Director of the Museum for Scientific Work, the Secretary of the Academic Council is the Scientific Secretary of the Museum.

4.2. The Secretary of the Academic Council has the right to conduct business correspondence related to the formation of the staff of the Academic Council of the Museum and the organization of its meetings with the structural divisions of the Museum in accordance with the powers of the Academic Council of the Museum.

4.3. The Scientific Council of the Museum can create permanent and temporary commissions on certain issues of the scientific activities of the Museum, defining their functions and composition.

5. The procedure for organizing the work of the Academic Council of the Museum
5.1. The procedure for organizing the work of the Academic Council, holding its meetings and making decisions is determined by the rules of procedure for the Academic Council.

5.2. Meetings of the Academic Council are determined by the regulations and are held as required.

5.3. Formation of work plans of the Academic Council of the Museum is carried out on the basis of proposals from members of the Academic Council and its commissions, as well as structural divisions. Proposals are submitted to the Scientific Secretary of the Museum for generalization and inclusion in the agenda for consideration by the Scientific Council.

5.4. The secretary of the Academic Council invites members of the Academic Council to a regular meeting no later than a week before its holding, monitors the timeliness of the preparation of planned reports and messages and draft decisions, provides an opportunity to familiarize members of the Academic Council with them in advance, keep minutes of the meeting, bring decisions of the Academic Council to responsible performers, controls their execution, informs the Museum staff about the work of the Academic Council.

5.5. If it is impossible to attend the meeting for valid reasons, the member of the Academic Council must inform the Chairman in advance.

5.6. Decisions of the Academic Council are made separately for each item on the agenda. The draft decision is prepared and submitted to the Academic Council by the speaker proposed for consideration of the issue. The texts of reports and draft decisions are submitted in one copy to the secretary of the Academic Council for editorial processing.

5.7. The minutes of the meetings of the Academic Council, copies of its decisions and extracts from the minutes are drawn up and signed by the secretary of the Academic Council and submitted for signature to the Chairman of the Academic Council.

5.8. The decisions of the Academic Council are made by a simple majority (50% plus 1 vote) of the total number of votes of the members of the Academic Council present at the meeting with the attendance of at least 50% of the list of members of the Academic Council. With an equal number of votes, the decision for which the Chairman of the Academic Council voted is adopted.

5.9. The procedure for making decisions on issues within the competence of the Academic Council and not regulated by the legislation of the Republic of Kazakhstan in the field of culture and science and the Charter of the Museum are determined by the Academic Council independently. Decisions can be taken by an open vote.

5.10. The dissenting opinion of a member of the Academic Council, not expressed publicly at the meeting, but announced later, is not included in the minutes and is not taken into account when making decisions.

5.11. The decisions of the Scientific Council of the Museum are drawn up in protocols and come into force from the date of their signing by the Chairman of the Scientific Council or another date specified in the decision of the Scientific Council.

5.12. The decisions of the Academic Council on issues within its competence are binding on all employees of the Museum.

5.13. The documentation of the Academic Council has been kept by the Scientific Secretary of the Museum for 3 years. After this period, the working documentation of the Academic Council is subject to delivery to the Documentation Support Department (Museum archive).
